Integrate GL/CommandBuffer.IssuePluginEvent to GPU Profiler

Unity dosen't profile GL/CommandBuffer.IssuePluginEvent in GPU profiler, causing the cost is added to other part. It will be better if its cost can be shown alone like CommandBuffer.Blit.
