EditorBuildSettings Callbacks

I've currently found no way to receive a callback when the EditorBuildSettings.scenes array is changed.

It would be great to receive an event for when a scene is added/removed/enabled and disabled/ from the scenes list and when it is removed.

This would be highly useful for custom editors that need to know what is referenced in the build before the build is initiated.

For example a localization editor could receive the callback, parse the scene file and update its values without having the user manually press a button in the localization editor.
