API: Create SpriteAtlas via UnityEditor C# script

Please add an API to allow the creation of SpriteAtlas assets via Editor scripts.

With our current pipeline (now marked as legacy), sprite packing could be fully automated by setting sprite packing tags, compression & texture size via code.

With the new workflows it is not supported anymore.
