Ability to set per-camera frame rate

At preset, if a single camera or MainCamera's framerate needs to be set to a fixed amount without affecting software cursors, Unity UI or other cameras, a complicated system of coroutine's rendering frames to a render texture and back to overlay or mainCamera has to be used. This can be overly complicated and difficult when using multiple cameras for rendering a scene (3d skyboxes, for instance).

I'd like the ability to set a cameras rendering frame rate in the actual camera, without any hall-of-mirrors clearing problems, just the frame in place until the next is called for, and any other cameras or cursors rendering at their own framerate.
